The following selected abstracts demonstrate the type of work performed by SciComm:

Communications Services Division

FDA/Division of Mammography Quality and Radiation Programs

For the Food and Drug Administration (FDA), SciComm has developed a comprehensive outreach program for mammography facilities that are regulated by FDA. The purpose of the program is to inform these facilities about their legal requirements under the Mammography Quality Standards Act of 1992. To assist in this effort, SciComm has developed the FDA Mammography website, the Interested Parties Mailing List, Quarterly Newsletters, and Speaker's Kits.

USDA/National Rural Development Partnership

For the U.S. Department of Agriculture (USDA), SciComm has designed and developed a success stories publications database that accommodates multiple search approaches, facilitates NRDP councils' reporting requirements, and generates success stories that support the councils' outreach efforts. Available in print and electronic format, the success stories serve as the basis for a best-practices series, which is under development.

NIST/Manufacturing Extension Partnership

For the National Institute of Standards and Technology (NIST), SciComm has developed print and electronic versions of case studies and success stories based on data provided by 70 MEP centers nationwide. Our writers/editors provide support on the content of the success story database, including initial screening of story submissions through posting of final copy. Other communication products include feature stories on critical issues facing the small and medium-sized U.S. manufacturing sector, meeting summaries, proceedings, and annual reports.

Engineering Services Division

DOD/Missile Defense Agency

SciComm assists the Civil Engineer Division of the Missile Defense Agency with policy, program management, and technical issues associated with the facilities acquisition process. These programs include Military Construction (MILCON) and Research, Development, Test, and Evaluation (RDT&E) appropriations. This includes analyzing technical documentation and providing quick-response studies and analyses associated with planning, programming, budgeting, design, and construction. SciComm researches, analyzes, reviews, and drafts policy and procedure documentation for program management plans, manuals, directives, standards, Memoranda of Understanding, and Interservice Support agreements. SciComm develops independent cost estimates, conducts Independent Cost Analyses, and prepares parametric cost estimates for new projects. SciComm attends design reviews to identify issues that might impact overall project schedule or cost. SciComm also provides third-party oversight of system siting activities and reviews and coordinates siting data collection plans, methods of analysis, and all siting documentation.

Environmental Services Division

EPA/Federal Facilities Enforcement Office

For EPA's Federal Facilities Enforcement Office (FFEO) SciComm has conducted an organization-wide assessment of the Department of Interior's (DOI) National Park Service's environmental management systems. SciComm also has conducted compliance assistance reviews of DOI's Bureau of Indian Affairs facilities, including the Wapato Irrigation Project in Washington and the Cherokee Agency in North Carolina.

 For EPA's FFEO, SciComm has revised and updated "The Yellow Book: Guide to Environmental Enforcement and Compliance at Federal Facilities." This guide summarizes all applicable environmental statutes and Executive Orders affecting Federal facilities and explains enforcement tools and processes used by EPA, States, and American Indian Tribes.

For EPA's FFEO, SciComm has provided data management, targeting, and analysis of multi-media compliance data. SciComm has prepared standard reports and specialized queries to support compliance assessment, enforcement targeting, and budgeting activities; has conducted regular downloads from the EPA mainframe; and has provided technical support to EPA Regions and Headquarters staff in the operation of the system.

EPA's Office of Radiation and Indoor Air (ORIA)

 For EPA's Office of Radiation and Indoor Air (ORIA), SciComm has assisted ORIA in conducting public hearings and stakeholder meetings on the Waste Isolation Pilot Plant compliance certification and Yucca Mountain radiation protection standards rulemakings. SciComm directed logistical arrangements, attended and supported hearings and meetings, and oversaw preparation of written meeting summaries and official transcripts.

Missile Defense Agency

For the Missile Defense Agency, SciComm has supported the Civil Engineering Division to ensure environmental compliance for over 42 program areas within the MDA-managed Major Defense Acquisition Programs and Advanced Technology efforts. The services SciComm provides to the MDA Civil Engineering Division cover technical and administrative functions to support the overall DoD headquarters-level planning, programming, program development, implementation, and monitoring for the execution, analyses, oversight, and compliance activities of all MDA environmental programs.

SciComm has conducted Phase I Environmental Site Assessments, which provides data to the client as a partial decision tool for purchasing a potential property. SciComm has been involved in the following activities at various sites in the northern Virginia area: investigating site ownership and location; describing site features and land uses; documenting historical uses and known impacts; investigating historical events (fires, environmental compliance fines); describing site vicinity and known soil/ground water impacts; determining regulatory compliance (RCRA Part B permit, UST registration); and compiling interviews, key files, and aerial photographs.

Information Services Division

EPA FedPlan System

For EPA, SciComm developed the FedPlan System. Mandated by OMB Circular A-106, FedPlan is a nationwide system that tracks and monitors every Federal facility environmental cleanup project.

FDA/Division of Mammography Quality and Radiation Programs

For FDA, SciComm designed and implemented the Mammography Reporting and Information System (MPRIS). MPRIS, based on the Mammography Quality Standards Act of 1992, assists FDA in the certification of facilities performing mammography. SciComm's version of MPRIS was used to complete the first two years of facility inspections, a total of 20,000 facility inspections.

DOD/Missile Defense Agency

For the Missile Defense Agency, SciComm designed and implemented the Security and Policy Review System. This system tracks all documents and speeches presented outside of MDA to ensure that the documents and speeches comply with MDA's stringent security policies.
